Nevada and Clark County 2002 Ballot Questions and Issues

Homeless Relief (Clark County)
An Advisory Question would instruct the County Commission to urge the Nevada Legislature to enact legislation establishing a Homeless Services and Affordable Housing Trust Fund, and authorize an annual property tax increase of 1-cent per $100 of assessed valuation to provide monies to the Trust Fund for services and housing for homeless and low income individuals.

Lane's Position: SUPPORT
The current out-of-sight-out-of-mind mentality towards the homeless in the Las Vegas area is unacceptable. Steps must be taken to help these people get the treatement and fresh start they need.

Marijuana Possession (Nevada)
An initiative on the state ballot in November would amend the Nevada Constitution to provide that “possession of 3 ounces or less of marijuana by a person aged 21 or older is not a cause for arrest.”

Lane's Position: SUPPORT
The War on Drugs is a failure. Decriminialization and reasonable regulation has worked everywhere it has been tried with respect to crime and overall drug use.

Medical Malpractice Crisis – Tort Reform (Nevada)
Do you support or oppose the state of Nevada placing a cap on awards for non-economic damages, such as pain and suffering, in medical malpractice lawsuits?

Lane's Position: SUPPORT
Doctors are leaving Nevada at alarming rates, so much so that a lack of staffing caused the trauma center in Las Vegas to be shut down over the summer. It is amazing that Gov. Kenny Guinn and our state government ihad to be shamed into taking even token action on this most serious issue.

Public Power Utility (Clark County)
The final ballot question would recommend that the Nevada Legislature take appropriate action to enable the electrical energy provider for Southern Nevada to be a locally controlled, not for profit public utility.

Lane's Position: SUPPORT
Nevada Power is a monopoly out of control, harming southern Nevada with constant rate hikes. It is time we take action to ensure power remains affordable in the Las Vegas area.

Public Transportation (Clark County)
One ballot advisory question authorizes the County Commission to implement the Southern Nevada 2002 Fair Sharing Program, which will generate approximately $2.7 billion over 25 years from taxes on developers, aviation fuel and retail sales to fund improvements in local transportation. This will include additional street and highway projects, new and expanded transit, expanded transit for senior citizens and air quality improvements, and will also make Southern Nevada eligible to receive up to an additional $3 billion in state and federal funding for transportation and air quality.

Lane's Position: SUPPORT
Public transportation in the Las Vegas area is woefully inadequate as it is. Continued growth in this region will only make that reality worse. Any measure to improve public transportation in southern Nevada garners my full support.

Same-Sex Marriage Ban (Nevada)
Another initiative on the state ballot in November would amend the Nevada Constitution to provide that “only a marriage between a male and a female person shall be recognized and given effect in the state.”

Lane's Position: OPPOSE
It is not the government's business to say who one chooses for his or her life partner, nor is it the goverment's duty to penalize those who choose same-sex partners.

State Income Tax (Nevada)
Would you support or oppose amending the state constitution to repeal the ban on a state income tax?

Lane's Position: OPPOSE
As a general rule I do not support raising taxes on working people, especially when funding can come from more appropriate sources. I believe necessary state funding can be derived under our current system of taxing gaming revenues. I will support an increase on those taxes before I support a state income tax.
